Delivering Road Safety Audit Training in Thailand

David A Graham Associates to Bid for the Delivery of International Road Safety Audit Training for Thailand’s Department of Highways

We are proud to announce that David A Graham Associates (DAGA) Ltd, in collaboration with the International Road Federation (IRF), has been invited to bid to develop a high-level Road Safety Audit (RSA) Training Programme for the Department of Highways (DOH), Ministry of Transport, Thailand.

Supporting the Eastern Economic Corridor Project

This initiative is part of the Climate-Resilient Connectivity for the Eastern Economic Corridor Project, supported by the Asian Development Bank (ADB). The programme aims to strengthen the technical capacity of Thai engineers to design and audit safer, more resilient road networks.

Why the United Kingdom?

David A Graham Associates has proposed hosting the delegation of 15–20 engineers right here in the United Kingdom. There are three strategic reasons for this choice:

• The Global Gold Standard: The RSA process was pioneered and institutionalised in the UK over 36 years ago.
• Shared Road Geometry: Both the UK and Thailand operate Right-Hand Drive (RHD) networks, allowing Thai engineers to observe and apply safety principles in a live environment directly applicable to their home infrastructure.
• Live Site Access: Delegates will move beyond the classroom to observe ongoing UK infrastructure projects, applying audit principles in a real-world, operational context.

Specialist Focus: Vulnerable Road Users & Climate Resilience

Recognising the specific challenges faced by the DOH, the David A Graham Associates/IRF curriculum will include bespoke modules on:

• Powered Two-Wheeler Safety: Critical intervention strategies for motorcycle-heavy traffic environments.
• Climate-Resilient Design: Ensuring road safety remains uncompromised by the increasing frequency of extreme weather events.
• Vulnerable Road User (VRU) Protection: Best practices for pedestrian and cyclist safety within high-capacity corridors.

A Global Collaboration

The formal proposal is being coordinated by Brendan Halleman, Senior Advisor at the International Road Federation, with the core technical training delivered by our Managing Director, David A Graham.
